New Zealand-based engineering group GHD Ltd. was represented by Mr. Russel Hawken (pictured) for the signing, with key personnel arriving later this week to commence their important supervisory role in VAIP.

Minister Napat congratulated GHD for their successful selection before the signing, stating that the government will rely on their expertise to ensure that the project is implemented successfully.

“We are delighted that we can source a company like yours to supervise this critically important project. This appointment is long overdue. We hope GHD can settle in quickly and commence the task at hand,” he said. Minister Napat added that with the appointment, the contractors should expedite their preparatory works without the need for direct intervention from the government.

Minister Napat also requested the Vanuatu Project Management Unit (VPMU) and local project management team to furnish all necessary documents to GHD so that they can commence familiarizing themselves with project requirements.

On the company’s behalf, Mr. Hawken thanked the government for entrusting them with the task.

“We have a lot of experience working in the Pacific. We recognize that this is a great community project but one that is also critically important to your country as a whole. GHD is here to fulfil an important role in this project,” said Mr. Hawken.

GHD’s role will be critical in ensuring that the contractors, China Civil Engineering and Construction Corporation (CCECC) and Northwest Civil Airports Construction JV carry out the VAIP project according to design specifications and within the bounds of the contract signed earlier in May this year.

Prior to the appointment, Project Manager Mr. Harrison Toar Luen had been acting in the interim, following the contract termination of Korean engineers Yooshin Engineering Corporation by the government in May this year.

GHD have had experience supervising other infrastructure projects in the region including Papua New Guinea, Cook Islands and Solomon Islands.

The government was forced to sole-source for a supervising engineer because of delays in the procurement processes, and an apparent construction boom in the region meant finding a replacement for Yooshin was not easy.
